The party will offer a free vote in the next Parliament to legalise hunting if the party wins in May, The Telegraph can disclose.
The news has emerged on Boxing Day, traditionally the biggest day of the hunting calendar when thousands of supporters turn out to watch their local hunts.
The party’s manifesto is set to say that the Hunting Act is wrong-headed and a future Tory government would try to repeal it.
The decision will be on a free vote of MPs in the House of Commons, echoing the manifesto commitments in 2005 and 2010, and has been agreed with Oliver Letwin, the Cabinet Office minister who is drawing up the manifesto. The Hunting Act 2004, which prohibits the pursuit with hounds of various wild mammals in England and Wales, came into force under Labour in February 2005. The pursuit of foxes with hounds was banned in Scotland in 2003. Simon Hart, a Tory MP and chief executive of the Countryside Alliance between 2004 and 2010, said: “All the indications are that a commitment will be just as robust as it always has been and there is no reason to believe any changes are intended or planned.”The wording is likely to be the same as the 2010 party manifesto, which said: “The Hunting Act has proved unworkable. A Conservative government will give Parliament the opportunity to repeal the hunting act on a free vote, with a government bill in government time.”The Coalition agreement then committed to “bring forward a motion on a free vote enabling the House of Commons to express its view on the repeal of the Hunting Act”. However the pledge was not delivered on, and few Westminster watchers now expect there to be a vote before May’s general election. Nick Parrish, parliamentary researcher for the Conservative Rural Action Group, said the party wanted to pledge to bring hunting legislation in line with the law in Scotland. He said: “What we need is an overall majority to enable the Conservatives to deliver this otherwise we will not. This is something that I and many people in the countryside believe in. It is a matter of freedom and livelihood and should be put right.”Tim Bonner, chief executive of the Countryside Alliance, said: "We fully expect the Conservative manifesto commitment to repeal of the Hunting Act to be retained in 2015 and repeal or replacement of the Act is matter of trust between the countryside and the Conservatives. If there is a Conservatve majority, or a Conservative led coalition, there must be action on hunting."David Cameron, the Prime Minister, was an enthusiastic supporter of hunting before he became Tory leader, riding to hounds with the Heythrop Hunt. Tory MPs have been left frustrated that one of the final commitments from the 2010 Coalition agreement – for a free vote on hunting – is unlikely to be honoured by the Government before May. Labour has sought to use the hunting issue to portray the Conservatives, and the Prime Minister personally, as preoccupied with the concerns of a privileged elite, and out of touch with wider public opinion. In the past, Lynton Crosby, Mr Cameron’s election adviser, is said to have warned ministers that raising the hunting issue would be a damaging distraction from the party’s core election message, which focuses on the economy, welfare and immigration. A Conservative party spokesman said: "We are still deciding what will be in our manifesto and will outline its contents in due course.

Repealing the fox hunting ban is a waste of time

Tally-ho. Here we go again. The Conservative party are set to make a manifesto pledge to have a free vote in the House of Commons on lifting the ban on fox hunting with dogs.

Didn’t we put this one to bed a decade ago? And in 2014, don’t our politicians have more to worry about than whether a rather small and often immensely well-off group of people, dressed in ludicrous garb, have the right to chase a fox on horseback accompanied by a pack of beagles?

It’s sport, not pest control

The pro-hunting people, typified by the Countryside Alliance, like to make this issue one of town versus country.

They argue that city dwellers can’t possibly understand the ways of the countryside.

Fox-hunting is vital, they will say, foxes are vermin and a menace. Don’t be fooled by cartoons and stories of loveable Fantastic Mr Fox and the like, these are vulpine killers that will murder livestock for fun.

Natural born killer

And they would be right: foxes are a headache for farmers. But horses and hounds aren’t the best way to control their number.

A keen shot is the right way to dispatch a fox as cleanly as possible. Chasing it for hours through the countryside for fun is cruel and inefficient.

Let’s be clear: fox hunting is sport, people fox hunt for fun and anyone who claims it’s the most effective way of controlling rural fox populations is being disingenuous.

The Ukip hounds are hunting the Tory fox

The Conservative plan to go for a repeal vote is another Ukip inspired knee-jerk. Farage and Co. are keeping the pressure on the Tory’s right flank and they are floundering for ways to keep their core vote on side.

I can’t see it working. Polls show that as many of 80% of Brits support the fox hunting ban.

The real reason, though, why a repeal of the act banning fox hunting with dogs is wrong, is because it would be a massive waste of time and resources.

The original bill took months to get through parliament and our MPs and peers spent over 700 hours debating the original measure. Protesters staged the first invasion of the House of Commons since the 17th century during those debates and the Lords tried to throw it out altogether.

In the end the Speaker of the Commons had to invoke the Parliament Act and overrule the Upper House to get the law through. Other vital parliamentary business was delayed as a result and other, clearly more important activities, were delayed as the political system was clogged up.

Let sleeping beagles lie

Drag hunting is still permissible and hunters can ride to hounds if they like under the current rules to get their fix. But to spend any time whatsoever in Parliament discussing repeal would be lunacy.

The problems this country faces are far greater than fox-hunting and it would be nice if Parliament’s priorities reflected the wishes of the vast majority of people who want to retain the ban.

:( If you DON'T want to witness our country taking a painful step back into the last century by legalising fox hunting again then please DON'T even contemplate voting Conservatives or UKIP. These two parties have made it clear, they only care about the 'great apes' known as humans!

Fox Hunting is one of the most malevolent atrocities imaginable. These small majestic creatures are egregiously traumatized and savagely kiilled as a means for cruel, ungodly and inhumane humans to derive pleasure. This hellish recreational activity also trains dogs to be vicious and deadly killers Fox hunting is rooted in evil and irreverence for life.

Thank you for your comments, no animal should be treated in the way that foxes are, hunted & killed for a sport. Please vote for the right candidate who will keep this ban in place. https://www.commondecency.org.uk/may-7th-2015/2015-candidates-2

If it is un expectable to kill foxes in this way why is it expectable to let the foxes rip open the necks or chests of lambs and leave them breading, or go into a chicken shed of 100 chickens and kill every single one of them and only eat half of one. You people have no idea what trouble the foxes cause farmers we loose hundreds a year to the Red Devils, most likely you people have never seen fox hunting up close in your life because if you have you would know that they are killed within seconds. You are most likely a bunch of animal lover creeks who say don't kill any animal its ring you have no aspect of what real life is about you seem to live in your own imaginary world were everything lives in harmony well here's a news flash not everything does. How about you spend your time more wisely and instead of blabbering on about something you clearly have no idea about and actually make a difference like help all of the impoverished children and people in our country and abroad. Bunch of ideas honestly.
